CPI Central Asia Newsletter Winter 2003 |

We have a number of exciting additions to our website that we are proud to announce through our Winter 2003 newsletter.
The portal continues to expand its user base. Since its launch we have gained over 1,600 users, including policy makers, representatives of the United Nations, local and international NGOs and the academic community. The portal hosted the first ever international e-conference on Afghanistan at the end of April 2002. The final report can be found in both English and Dari on the portal.
HPCR is publicizing two major projects this month: the release of a major policy brief on Afghanistan and a new portal devoted to International Humanitarian Law. Both can be found below.

This month HPCR released a major policy brief entitled Afghan Legal Reform: Challenges and Opportunities (Also available in Dari). The brief comes as part of a series of activities sponsored by HPCR aimed at enriching the information environment in which legal reform decisions are made in Afghanistan.
The brief aims to summarize observations on the current status of legal reform in Afghanistan gathered during a research mission undertaken by the HPCR in November 2002, to identify a key set of challenges to the reform process, and suggest strategies for addressing these challenges.

This month, HPCR launched a new portal - the International Humanitarian Law (IHL) Research Initiative. The IHL research portal offers unique access to academic and policy oriented research materials related to IHL. Developed by HPCR, the portal will be deployed and maintained by the Integrated Resource and Information System (IRIS), a new Swiss-based information management organization, in cooperation with Geneva-based organizations and forums.
The portal offers:- Access to the latest news, research and analysis, judicial decisions, legal instruments, and more;
- Links to key IHL-related organizations and specialists;
- A calendar of IHL-related events.

Issue Articles
Since mid-October we have added 175 articles to the portal. The database now contains over 3175 documents.
Recent additions include:
- The International Crisis Group's latest report, "Afghanistan: Judicial Reform and Transitional Justice"
- The government of Afghanistan's National Program for Reconstruction entitled "Afghanistan: Rebuilding Our Nation"
- The United Nations Environment Programme's "Afghanistan: Post-Conflict Environmental Assessment"
- "CARE in Afghanistan," a new policy brief provided by CARE.

The Conflict Prevention Initiative (CPI) internet portal on Central Asia was launched by the Harvard Program on Humanitarian Policy and Conflict Research (HPCR) in December 2001 to offer reliable and updated news and analysis on the political, humanitarian and security situation in the region.
